Are charisma and mic skills very closely related to each other?

they are two complete different things a big example is hulk hogan he had the most charisma ever but imo his mic skills sucked like if i watch an old promo of his it sucks his voice is annoying and he says brother way to much but his charisma masks it to make people think he has mic skills they are two different things and people get it confused for the same thing alot
