If all NFL clubs were owned by the city like THE PACKERS, would there be labor problems every 4-6 years?

I think if the NFL REFUSED to accept any club PRIVATELY owned, their would be more continual PEACE in the NFL, and the fans could watch the game without INTERRUPTION!
